I'm replacing my WW side skirts with some Kaminari ones, I pulled off the WW skirts expecting only having to spend a few hours cleaning up the double sided tape that I thought was holding them to the car.Well it turns out there was alot of double sided taped under the skirts but there was also a ton of that black urethane used. The urethane had turned rock hard in some areas, but also ripped off some of the paint and filler when I removed the skirt. So I'm left with have to sand and repaint the rockers before I put on the new skirts. The final look of the paint job is not really important because the area will be completely covered with the new skirts, but regardless of that I still want to do this right, and most importantly not have any rust form in the future. Here's a pic right after I removed the skirts. 
Now I've grinded and sanded as much as I can, but there's still some urethane left on the car and there is quite a few spots where it's down to the metal.

I'm stuck at the point of prep'n this area for primer and paint. I feel if I just wash the area with water I'll cause the exposed metal to rust? I want to clean it with a solvent, but I'm just not sure what kind to use. What will work properly over an area like this? and I don't want to risk wrecking the good paint around the rockers?
Does anyone have a brand or type of solvent they can recommend?
